MapMigrationAssetNote

A reviewable finding on a converted asset.

Two kinds share this shape on purpose: things the CONVERTER could not carry across, and DERIVED judgements the migration made (the language decision). To the person reviewing a form they are the same kind of thing, so they get one list, one dismissal, and one action contract.
