SequenceTestRefusal.reason ● String! non-null scalar

DELETED, NOT_TAKEN_IN, BUSY, or NOT_RUNNING when the sequence itself cannot be tested. NOT_TAKEN_IN means the enrollment funnel refused the contact: they are already running this sequence, or another sequence or workflow is holding them. BUSY means another test start on this sequence was still in flight.
